Preparations for Uttar Pradesh’s Ground Breaking Ceremony (GBC) 5.0 have intensified, with investment proposals worth more than ₹7.55 lakh crore expected across approximately 7,000 projects in all 75 districts. Chief Minister Yogi Adityanath reviewed preparations and project implementation progress during a high-level meeting on Thursday night, directing officials to expedite approvals and address investors’ concerns.

GBC 5.0 Projects and Investment Proposals

During the meeting, Invest UP presented details of the proposed projects. These include approximately 3,500 projects routed through government departments, more than 3,500 projects linked to the district-level Investment Sarathi portal, and over 100 major projects facilitated through Invest UP.

The Chief Minister instructed officials to ensure the timely completion of project approvals, land-related formalities, infrastructure arrangements and other procedures. He also emphasised regular communication with investors and the priority-based resolution of their issues.

Region-Wise Investment Proposals

The proposed investments are distributed across Uttar Pradesh’s regions as follows:

  • Purvanchal: More than ₹1.20 lakh crore
  • Madhyanchal: More than ₹80,000 crore
  • Bundelkhand: More than ₹60,000 crore

The proposals include approximately 90 major projects involving investments exceeding ₹1,000 crore each. Together, these projects account for proposed investments of approximately ₹4.75 lakh crore.

Data Centres, Energy and Manufacturing Among Key Sectors

Several sectors feature prominently in the GBC 5.0 investment pipeline. Proposals include approximately ₹1.80 lakh crore for data centres, more than ₹1.15 lakh crore for the energy sector, and over ₹75,000 crore for real estate.

The manufacturing sector accounts for proposed investments of approximately ₹2.75 lakh crore, while infrastructure projects represent around ₹1.50 lakh crore.

Other key sectors include information technology and electronics, food processing, steel and cement, pharmaceuticals and chemicals, textiles and apparel, automobiles, and tourism.

Progress of GBC 1.0 to GBC 4.0

The meeting also reviewed the implementation of projects announced under the first four editions of the Ground Breaking Ceremony.

According to officials, more than 16,000 projects were advanced through GBC 1.0 to GBC 4.0. Of these, over 8,000 have entered commercial operations, while more than 8,000 remain at various stages of implementation.

Yogi Adityanath said groundbreaking ceremonies serve not only to launch investment projects but also to support employment, production and economic activity. He directed departments to monitor preparations and ensure that projects included in GBC 5.0 receive the necessary approvals.

Timely Disbursement of Investment Incentives

The Chief Minister also reviewed the disbursement of financial incentives to investors, including the approved budget, payments made so far and distributions planned for the coming period.

He instructed officials to ensure that eligible investors receive approved incentives within the stipulated timeframe, without unnecessary visits to government offices. He also called for transparency and timely processing throughout the disbursement system.

Review of Expressway Road Safety

The meeting additionally examined recent road accidents on expressways across Uttar Pradesh. Expressing grief over the incidents, the Chief Minister directed officials to conduct technical and practical assessments to identify their causes.

The measures discussed included identifying accident-prone black spots, controlling speeding, improving visibility management during fog and strengthening surveillance through security cameras and radar systems.

Officials were also instructed to strengthen vehicle fitness inspections and driver alertness checks at toll plazas. UPDA, the Transport Department and the police were asked to coordinate on a comprehensive security system.

The Chief Minister further called for a plan to develop trauma centres along expressways with private-sector participation.
