A major regulatory reform brings cost savings and encourages formal tenancy registrations.

RAI welcomes Uttar Pradesh’s move to cap stamp duty and registration fees on lease and rental agreements—a long-awaited relief for retailers and commercial tenants.

The Retailers Association of India (RAI) has welcomed the Uttar Pradesh Government’s new decision to set a maximum limit on stamp duty and registration charges for lease and rental agreements—a significant reform RAI and other industry groups have consistently advocated for to support India’s retail and commercial ecosystem.

Earlier, high and inconsistent stamp duty and registration fees often discouraged businesses from formally registering tenancy agreements. The newly introduced structure, which caps these costs based on the tenure of the lease and the average annual rental value, will now offer substantial financial relief to retailers while encouraging greater formalization.
