Recycling Must Lead COP30 as Critical Minerals Crisis Grows

Why advanced recycling is essential for climate goals and global power balance

The Global Recycling Foundation urges COP30 to prioritise recycling, warning that critical mineral shortages and waste mismanagement are weakening global sustainability and economic resilience.

The Global Recycling Foundation states that the world’s waste crisis is not only an environmental issue but a major loss of economic and strategic power. As nations continue to discard valuable materials, countries investing in advanced recycling technologies are steadily gaining influence and control.

Marking the opening of COP30, held in Brazil, Ranjit Baxi, founder of the Global Recycling Foundation and Global Recycling Day, emphasized: “Waste is a valuable currency. In time it will be more precious than land or oil because we are squandering the materials upon which the world is increasingly relying – copper, lithium, nickel and aluminium.

“While so many countries are content to export their waste in the name of recycling, the wise operators are capturing those scarce resources and will begin to demand a high price if we want to continue to drive our electric vehicles, expand our windfarms or use our smart phones.”

Baxi warned that rare materials are rapidly becoming instruments of geopolitical power. He noted that China, once recognized primarily for low-cost manufacturing, has shifted its strategy inward — prioritizing control over essential mineral processing and heavily investing in recycling capacity. With this approach, China is positioning itself as the central authority in green technology supply chains, while the West lags behind in advanced recycling systems. “It will surely cost us dearly in the very near future,” he added.

Baxi recalled first raising the issue of integrating recycling into the COP agenda during COP22 in Morocco in 2016 and has continued advocating ever since. Yet, he pointed out, recycling remains absent from COP priority lists.

He questioned: “We continue to remind the powers that be of the need to recognise the immense contributions made by the recycling industries in helping to mitigate the climate crisis while recovering critical minerals. Why is that an industry that saves billions of tons of carbon emissions, adds billions to global GDP, employs millions providing green jobs and reduces methane emissions by reducing landfill waste, is still not on the COP agenda?”

Research indicates that more than £148 million worth of critical and precious materials move through the recycling stream every year, with most gold, silver, and platinum recovered abroad. The UK alone loses an estimated £13.64 million in critical raw materials due to its lack of advanced recovery capabilities (source: materialfocus.org).

E-waste remains the biggest source of loss. In 2022, approximately $91 billion worth of valuable metals were embedded in global e-waste, yet only $28 billion was recovered. This highlights that urban mining—extracting critical materials from discarded electronics—is often more efficient and less harmful than traditional mining operations.

Although held near the Amazon Forest, COP30 drew limited participation from world leaders, and recycling again remained outside the central dialogue. Meanwhile, climate change continues to intensify, bringing more frequent floods, fires, and storms. Progress toward Net Zero remains slow. UN Secretary-General António Guterres acknowledged that overshooting the 1.5°C target was “inevitable” and would have “devastating consequences.” Despite this urgency, the economic potential of advanced recycling remains widely overlooked.

According to the Global Recycling Foundation, sophisticated recycling technologies offer significant economic and strategic benefits — from direct financial returns to enhanced national resource security. The recycling technology market is projected to exceed $150–200 billion by 2030, powered by rapid urbanization, ESG requirements, and rising resource scarcity. Reducing dependence on imported minerals such as lithium and cobalt can insulate industries from global price shocks and ensure long-term sustainability.
