Odisha Approves ₹2.47 Lakh Crore Investment Proposals Across 15 Districts, Anticipating 50,162 New Jobs

Chief Minister Mohan Charan Majhi chairs 46th HLCA meeting, clearing 27 industrial projects spanning tech, power, steel, and green energy sectors

The Odisha government on Wednesday approved 27 major industrial proposals totaling ₹2,47,115.70 crore, which are projected to create 50,162 jobs across 15 districts. Chaired by Chief Minister Mohan Charan Majhi, the 46th High-Level Clearance Authority (HLCA) meeting cleared developments spanning artificial intelligence data centres, power, semiconductors, green energy, lab-grown diamonds, textiles, and shipbuilding. The projects aim to combine emerging new-age industries with traditional manufacturing sectors to promote balanced regional economic development.

Odisha Approves 27 Major Industrial Projects Worth ₹2.47 Lakh Crore

The 46th meeting of the High-Level Clearance Authority (HLCA), led by Chief Minister Mohan Charan Majhi, has cleared 27 major investment proposals totaling ₹2,47,115.70 crore. The approved projects are spread across 15 districts and carry an estimated employment potential of 50,162 jobs.

Major Sectoral Allocations

  • IT, ITES, and Data Centres: Representing the largest share at roughly ₹1,42,941 crore across four projects, key proposals include an integrated data centre in Khordha by High Density Datacentre Ltd at ₹1,04,550 crore, an AI-optimised data centre in Khordha by HCL Technologies at ₹14,257 crore, and an AI data centre and global capability centre in Puri by Centraforge AI Ltd at ₹22,634 crore.
  • Power and Renewable Energy: Totaling ₹54,287.70 crore, this sector includes NLC India Ltd setting up a 3,200 MW thermal power plant in Deogarh and a 1,080 MW thermal power plant in Angul at a combined cost of over ₹46,367 crore. Additionally, two pumped-storage projects in Rayagada and Koraput account for ₹7,920 crore.
  • Steel and Downstream Units: Projects by Rungta Mines and Shakambhari Ispat & Power in Sundargarh total ₹14,000 crore and are projected to generate 17,000 jobs. Tata Steel will also invest ₹3,329 crore in a 7 MTPA iron ore grinding unit and slurry pipeline in Jajpur.
  • Lab-Grown Diamonds and Gemstones: Five developments largely located in Khordha amount to ₹10,680 crore with an expected 8,850 jobs.
  • Semiconductors & Electronics: SiCSem will invest ₹2,078 crore in a silicon carbide wafer and gallium nitride facility in Khordha. Aare Solar will construct a 10 GW h battery energy storage assembly plant in Nuapada with an investment of ₹1,050 crore.
  • Green Energy & Manufacturing: Proposals include a ₹3,000-crore green hydrogen, green ammonia, green methanol, and e-SAF facility in Kendrapada. L&T will invest ₹3,100 crore in advanced fabrication and shipbuilding facilities in Ganjam.
  • Healthcare & Infrastructure: Adani Foundation plans a ₹2,150-crore, 1,000-bed multi-super-speciality hospital in Khordha. Additional approvals were granted for projects in chemicals, textiles, and tyre manufacturing.

Chief Minister Majhi stated that the scale and diversity of the approvals reflected investor confidence in Odisha and the changing composition of its industrial economy, with emerging sectors such as AI, semiconductors, and green energy complementing traditional industries.

The approved projects will be distributed across Anugul, Bhadrak, Cuttack, Deogarh, Dhenkanal, Ganjam, Jajpur, Kalahandi, Kendrapada, Khordha, Koraput, Nuapada, Puri, Rayagada, and Sundargarh districts.
