Primus Partners, in collaboration with the Government of Maharashtra, has launched a pioneering report, “Making India a Zero-Waste Fashion Country”, outlining a transformative roadmap for India’s textile industry. Released at Bharat Tex 2025 by Hon’ble Minister of Textiles, Mr. Sanjay Savkare, the report highlights a $3.5 billion economic opportunity and the potential to generate 1 lakh jobs through sustainable fashion initiatives.

A Blueprint for a Zero-Waste Future

The report presents a strategic framework to embed sustainability, circular economy principles, and resource efficiency across the entire textile value chain—from farm to foreign markets. It underscores the urgency to address textile waste through robust policy support, industry collaboration, and active consumer engagement over the next five years.

Government & Industry Leadership Driving Change

Eminent dignitaries including Chief Minister Shri Devendra Fadnavis, Deputy Chief Ministers Shri Eknath Shinde and Shri Ajit Pawar, Industry Minister Shri Udit Samant, Textile Minister Shri Sanjay Savkare, and Principal Secretary Smt. Anshu Sinha contributed to the report, reinforcing Maharashtra’s commitment to sustainability-driven textile transformation. Mr. Virendra Singh, Secretary of Public Health and Former Secretary of Textiles, emphasized Maharashtra’s proactive approach, highlighting fiscal incentives, research advancements, and skill development initiatives designed to propel India’s textile sector into a greener, more competitive future.

Key Challenges & Opportunities in Sustainable Fashion

The report identifies significant barriers to sustainable adoption, including financial constraints, limited green technology integration, skill gaps, low consumer awareness, fragmented policies, and the rapid rise of ultra-fast fashion trends. To combat these challenges, it proposes a 5F approach—Farm, Fiber, Factory, Fashion, and Foreign— ensuring sustainability is ingrained at every stage of textile production.

Strategic Recommendations for a Circular Textile Economy

The report outlines a multi-pronged strategy to transition India towards a zero-waste textile industry, including:

  • Financial Incentives & Support: Subsidies for green initiatives and a dedicated fund for circular economy projects.
  • Textile Waste Management Infrastructure: Establishment of Textile Waste Collection Centres to streamline waste processing and recycling.
  • Policy & Regulation: A National Policy for Sustainable Textiles and an Extended Producer Responsibility (EPR) scheme to hold manufacturers accountable for product life cycles.
  • Consumer Awareness & Market Development: Revised textile labeling regulations, public education campaigns, and skill development initiatives to drive the adoption of eco-friendly fashion.
