NABARD Holds First Capacity Building Workshop for Delhi State Cooperative Bank Branch Managers

Workshop focuses on governance, digital banking, business diversification and strengthening cooperative banking in Delhi

NABARD's New Delhi Regional Office organised its first-ever Capacity Building Workshop for the Branch Managers of the Delhi State Cooperative Bank Ltd. (DStCB) on August 10, 2026. The programme focused on enhancing awareness and capacity in developmental, regulatory, supervisory and business development aspects of cooperative banking.

The workshop brought together officials from NABARD, the Reserve Bank of India (RBI), the Government of NCT of Delhi and other institutions to discuss financial inclusion, governance, digital transformation and expanding the role of cooperative banks.

Focus on Strengthening Cooperative Banking

Inaugurating the programme, Shri Nabin Kumar Roy, Chief General Manager, NABARD, highlighted the role of cooperative banks in promoting financial inclusion and supporting local economic development.

He emphasised the importance of:

  • Strengthening governance
  • Adopting technology
  • Delivering customer-centric services
  • Building institutional capacity for sustainable growth

Expert Sessions Cover Key Banking Areas

The workshop included technical sessions led by:

  • Shri Harish Jhirwal, AGM, RBI
  • Shri Anil Kumar, Deputy Registrar of Cooperative Societies (Dy RCS), GNCTD
  • Dr. D. K. Rana, Senior Scientist and Head, KVK Ujwa
  • Smt. Sandhya Kapoor, Director, NCUI
  • Officials from NABARD Head Office and NABARD New Delhi Regional Office

The sessions covered topics including:

  • Integrated Ombudsman Scheme
  • Depositor Education and Awareness (DEA) Fund
  • Know Your Customer (KYC) compliance
  • Cooperative governance
  • Cyber security
  • Fraud risk management
  • Farmers' credit requirements
  • National Cooperative Policy
  • Business diversification opportunities, including MSME financing and digital banking

Platform for Business Diversification

According to NABARD, the workshop provided an opportunity for branch managers and senior officials of DStCB to deliberate on:

  • Professionalism in cooperative banking
  • Business diversification
  • Technology-led transformation

NABARD Highlights Focus on Farmers and Artisans

In his concluding remarks, Shri Nabin Kumar Roy, Chief General Manager, NABARD, urged cooperative banks to prioritise credit for:

  • Farmers
  • Weavers
  • Artisans
  • Other underserved sections

He also encouraged extending support to beneficiaries of government initiatives aimed at peri-urban and urban poor households.

Reiterating NABARD's vision for strengthening grassroots cooperative institutions, he expressed confidence that collective efforts by stakeholders would support the revival or development of at least one vibrant Primary Agricultural Credit Society (PACS)/Multi-Purpose Primary Agricultural Cooperative Society (MPACS) in Delhi.

According to NABARD, such an institution could help expand business opportunities, improve financial inclusion, increase access to credit and government schemes, and support the Ministry of Cooperation, Government of India's vision of "Sahakar Se Samriddhi."

DStCB Calls for Innovation and Digital Adoption

Shri Rajiv Kumar Kadyan, Managing Director (Officiating), Delhi State Cooperative Bank Ltd., urged branch managers to drive the transformation of cooperative banking through innovation, customer-focused services and greater digital adoption.

NABARD also reaffirmed its commitment to strengthening grassroots cooperative institutions and supporting sustainable and inclusive growth in Delhi.
