Ministry of Textiles Holds First Post-Budget Consultation on TEEM and Tex Eco Initiatives

The Ministry of Textiles conducted its first post-budget National Industry Consultation on 19th February, 2026, Thursday, at Vanijya Bhawan, New Delhi. The meeting brought together senior officials, industry representatives, financial institutions and development partners to review implementation priorities following the Union Budget 2026. The Textile Expansion and Employment (TEEM) Scheme and the Tex Eco Initiative were central to the discussions.

The consultation examined steps required to operationalise two initiatives announced in the Union Budget 2026 — the Textile Expansion and Employment (TEEM) Scheme and the Tex Eco Initiative. Both initiatives are intended to enhance competitiveness, support modernisation, promote sustainability and expand employment across the textile and apparel value chain.

Shri. Rohit Kansal, Additional Secretary (Textiles), delivered the opening address and outlined the context of the consultation. He stated that the Union Budget places significant emphasis on textiles, particularly in relation to employment generation and manufacturing expansion. He indicated that the integrated programme announced for the textile sector is structured to align investments, policy support and institutional coordination across the value chain, with the objective of strengthening domestic manufacturing capabilities.

Smt. NeelamShami Rao, Secretary (Textiles), addressed the participants and noted that following a year of resilience amid global headwinds, the outlook for the Indian textile industry is improving. She stated that key Free Trade Agreements (FTAs) currently in place are expanding market opportunities for Indian exporters by improving tariff competitiveness and reinforcing India’s integration into global value chains. She further observed that the alignment of these trade agreements with a textile-focused Union Budget provides conditions for increased production, investment and market presence.

A detailed presentation on the Textile Expansion and Employment Mission outlined proposed measures to modernise weaving, processing and garmenting segments, mobilise investments, strengthen MSME participation and generate employment at scale. This was followed by a presentation on the Tex Eco Initiative, which focuses on integrating sustainability, circularity, resource efficiency and green manufacturing practices within the textile sector.

During the interactive session, industry stakeholders shared inputs on implementation mechanisms, including suggestions related to time-bound approvals, improved access to MSME financing, development of cluster infrastructure, targeted skilling initiatives, digital monitoring systems, sustainability-linked incentives and coordination with state-level policies and export measures.

In his concluding remarks, Shri. Rohit Kansal reiterated the Ministry’s approach of continued consultation and coordination with stakeholders to ensure effective execution of announced measures. He encouraged industry participants to submit detailed written recommendations to facilitate timely finalisation and implementation.

The meeting concluded with a vote of thanks by Smt. Vrunda Manohar Desai, Textile Commissioner, who acknowledged stakeholder participation and stated that the Ministry is focused on time-bound and outcome-oriented implementation of the initiatives.

The consultation forms part of structured engagement between the Ministry and industry stakeholders to advance implementation of textile sector measures announced in the Union Budget 2026.
