In Muzaffarpur, the Bihar Department of Industries has established a bag cluster, which is a distinctive and avant-garde cluster development concept. A market-led/linked approach using a plug-and-play model in collaboration with an anchor unit and aspiring women entrepreneurs from the local community has replaced the conventional method of creating clusters of homogeneous micro, small, and medium-sized businesses in a specific geographic location.
Via the “CM MSME Cluster Scheme,” the Department has developed a cutting-edge plug-and-play facility and is creating a shared facility centre. Additionally, the Department has partnered with JEEViKA (Bihar Rural Livelihoods Promotion Society) to mobilise aspirant female entrepreneurs and give them the financial and technical support they need to become significant partners in the bag cluster.
Additionally, the Department has trained local employees and female business owners in technical know-how, entrepreneurship, and managerial abilities.
As a result, Muzaffarpur has grown to become the state’s primary bag cluster, raising hopes for industrialization. It is anticipated that the cluster, which will be run primarily by female entrepreneurs and employees, will produce 6,40,000 bags every month at a cost of $15 crore. This scalable, replicable methodology has demonstrated how to achieve equitable growth in the state, and it is anticipated that other regions will follow suit.
