Giriraj Singh Reviews Textile Initiatives, Says ITADCs to Emerge as One-Stop Growth Hubs for MSMEs

Ministry reviews ITADC transformation, ATUFS progress and launches new Textile Commissioner website and KPI Portal to strengthen textile ecosystem.

Union Minister for Textiles Shri Giriraj Singh chaired a high-level review meeting to evaluate the progress of major initiatives aimed at strengthening India's textile ecosystem through technology upgradation, institutional reforms and enhanced support for the industry.

The meeting was attended by Secretary, Ministry of Textiles, Smt. Neelam Shami Rao, Textile Commissioner, Smt. Vrunda Manohar Desai, and senior officials of the Ministry of Textiles.

ITADCs Positioned as Integrated Textile Growth Centres

During the meeting, the Minister reviewed the transformation of the former Powerloom Service Centres into Integrated Textile and Apparel Development Centres (ITADCs). These centres are being developed as integrated facilitation hubs providing skill development, testing, design support, technology adoption, entrepreneurship development, credit facilitation, export promotion and market linkages for textile entrepreneurs, MSMEs and other stakeholders across the textile value chain.

Reviewing the first quarter performance of FY 2026-27, the Minister noted the expansion of ITADC activities. During the quarter, the centres:

• Trained over 1,170 trainees
• Reached nearly 1,770 textile units through outreach programmes
• Facilitated institutional credit
• Strengthened e-commerce linkages
• Introduced product-led entrepreneurship initiatives
• Promoted commercialization of bamboo, hemp, flax, banana and pineapple fibres

He observed that ITADCs are evolving into centres supporting textile enterprises from incubation to market expansion.

ATUFS Supports Over 10,000 Textile Units

The Minister also reviewed the implementation of the Amended Technology Upgradation Fund Scheme (ATUFS).

According to an independent third-party impact assessment:

• 10,061 units have received support under ATUFS.
• ₹2,776 crore has been provided as subsidy assistance.
• The scheme has leveraged investments exceeding ₹53,121 crore.
• Nearly 6.7 lakh benchmarked textile machines have been installed.
• Approximately 3.6 lakh direct employment opportunities have been generated.

The assessment further found that:

• Every ₹1 crore of subsidy mobilised nearly ₹19 crore of private investment.
• Around 130 direct jobs were created for every ₹1 crore of subsidy.
• 46% of the total subsidy was utilised by the weaving sector.
• 46% of the employment generated in composite units accounted for nearly 1.7 lakh jobs.

New Website and KPI Portal Launched

During the meeting, Shri Giriraj Singh inaugurated the revamped website of the Office of the Textile Commissioner. The updated website features a user-friendly interface, information on schemes and services, interactive maps of ITADCs and powerloom clusters, enhanced accessibility features and a design aligned with the Ministry of Textiles' digital identity.

The Minister also launched the Key Performance Indicator (KPI) Portal for ITADCs. The portal enables real-time monitoring of institutional performance through field-level data collection, performance benchmarking, digital dashboards and structured review mechanisms to strengthen governance, transparency and service delivery.

Speaking on the role of ITADCs, Shri Giriraj Singh said:

"Integrated Textile and Apparel Development Centres will anchor India’s next phase of textile growth by serving as one-stop facilitation hubs for entrepreneurs and industry. Through skill development, testing, technology support, credit facilitation, innovation and market linkages, these centres will strengthen MSMEs, promote exports, generate sustainable employment and contribute significantly towards building a globally competitive and self-reliant textile sector."

Secretary, Ministry of Textiles, Smt. Neelam Shami Rao, said:

"The field formations, Textile Committee, Export Promotion Councils, Textile Research Associations and industry associations must function in close coordination to maximise the impact of government initiatives. Institutional convergence will improve outreach, service delivery and effective implementation of schemes across the textile value chain."

The Minister directed all field offices to work closely with the Textile Committee, Export Promotion Councils, Textile Research Associations, State Governments and industry associations to improve implementation of government initiatives and expand outreach to textile enterprises.

The meeting concluded with a review of the Ministry's ongoing efforts to strengthen institutional support, accelerate technology upgradation and encourage entrepreneurship across the textile sector.
