February 2026 Textiles Observer Highlights Circularity, Measurement and Investment Focus

The February 2026 issue of the Textiles Observer is now available. The publication is produced by the ICAC and focuses on textiles policy, investment, and system performance. The opening editorial by Kanwar Usman highlights textiles policy alignment, investment readiness, and the importance of measurable system outcomes as key strategic priorities for ICAC member governments.

In his editorial, Mr Usman details ICAC’s expanding work in textiles, including preparations for the first Global Cotton and Textiles Investment Summit, scheduled to be hosted by the Government of Uzbekistan in November 2026. He also previews textiles-related sessions planned for the 83rd ICAC Plenary Meeting to be held on March 23–24, 2026. The issue stresses the need to move from narrative-based sustainability approaches toward enforceable standards, reliable data systems, and policy frameworks linked to investment objectives.

The February 2026 edition includes two technical feature articles.

“The Benefits of Participating in CSITC Round Trials,” by Dr Marinus (René) van der Sluijs, Principal Consultant at Textile Technical Services and Chair of the Committee for the Commercial Standardization of Instrument Testing of Cotton (CSITC), examines the role of standardized instrument testing in ensuring accuracy and consistency in cotton fiber measurement. The article reviews participation patterns, evaluation processes, and the value of CSITC involvement for classing facilities, growers, traders, and spinners.

“Circularity in Textiles: The Systems Framework,” by Kanwar Usman, presents an analysis of circularity as a redesign of textile systems rather than a waste-management approach. The article discusses biological and technical material cycles, material pathways for cotton and polyester, the limitations of bottle-to-fiber recycled polyester (rPET), and the distinction between bio-based materials and circular production. It also considers the economic and governance requirements for scaling circular use-phase models and emphasizes the role of design integration, data systems, and enforceable policies in achieving measurable circular outcomes.

Together, the articles reinforce ICAC’s focus on measurement integrity, structured circularity, and investment-oriented textile systems.
