The European Commission has required all PET spunbond imports from China to be registered, a decisive procedural step that could enable retroactive anti-dumping duties as part of the ongoing investigation initiated in September 2025.
The European Commission has taken a significant procedural step in its ongoing anti-dumping investigation into PET spunbond imports from China, marking a key development in case AD738. Following a complaint lodged by EU producers, the Commission initiated the probe on 15 September 2025 to assess whether Chinese-origin PET spunbond is entering the European market at unfairly low prices.
On 2 December 2025, the Commission formally required that all PET spunbond imports from China be placed under mandatory registration. The measure, which took effect on 3 December, obliges importers to register their shipments with national customs authorities, allowing officials to closely track trade flows during the investigation period.
This move is more than administrative: registration gives the Commission the legal basis to impose definitive anti-dumping duties retroactively should the investigation confirm injurious dumping. EU manufacturers have welcomed the decision, regarding it as an essential step toward restoring fair competition within the single market.
