EDANA and 14 European Associations Call for Harmonised, Practical EU Packaging Labelling

Joint industry statement advocates text-free pictograms, digital labelling and simplified packaging communication across the EU Single Market.

EDANA, alongside 14 European associations, has issued a joint statement urging the European Commission and Member States to implement a pragmatic approach to future harmonised packaging labels across the European Union.

The associations recommend that the future system should use text-free pictograms, available in achromatic or monochromatic versions that match product packaging designs. They also support the inclusion of digital labelling as a core element of the future framework.

The organisations represent manufacturers of consumer goods across Europe, supplying products used daily by millions of people for personal care, household care and family needs. According to the joint statement, consumer trust is built through product safety, quality and performance, supported by clear and reliable product information.

The associations stated that product labels remain the primary point of communication between manufacturers and consumers, particularly in fast-moving retail environments. They noted that clear and recognisable labels help consumers quickly identify products, understand their characteristics and make informed purchasing decisions.

The statement also highlights concerns that the growing amount of mandatory information required on packaging may increase complexity, potentially leading to consumer confusion and information overload. The organisations therefore advocate a harmonised labelling system designed to maintain clarity while supporting the EU’s goals for the Single Market, regulatory simplification and competitiveness.
