Centre Clears BIDA Master Plan-2045 for Proposed Industrial Hub in Jhansi District

Bundelkhand Industrial Development Authority’s Master Plan-2045 receives final approval; project spans 253 sq km and targets investment of Rs 1,51,571 crore.
The proposed greenfield industrial city in Jhansi has received environmental clearance from the Union government, paving the way for the implementation of the Bundelkhand Industrial Development Authority (BIDA) Master Plan-2045.
According to a government spokesperson, the Union ministry of environment, forest and climate change has granted final approval to the plan, which covers 253 sq km (62,599 acres) in Jhansi district.
BIDA chief executive officer Sanjay Kumar Khatri said the environmental clearance marked “a new chapter in Bundelkhand’s development history”.
“With a proposed investment of Rs 1,51,571 crore, the project is expected to generate employment for more than 5.6 lakh people and significantly expand industrial and logistics infrastructure in the region,” he said.
The industrial city is planned across 33 villages in Jhansi and is designed as a multi-sector hub. Under the approved master plan, around 33% of the land has been earmarked for industrial use. Key focus sectors include food processing, textiles, defence manufacturing, electronics, electric vehicles and data centres.
Nearly 25% of the total project area has been reserved for green and recreational zones. Additional land allocations have been made for housing, transport infrastructure, logistics facilities and commercial activities.
The project underwent multiple rounds of scrutiny by the ministry’s expert appraisal committee over the past year. A public hearing was conducted in December 2025, during which local residents broadly supported the proposal.
Officials said environmental safeguards recommended by the ministry have been incorporated into the final plan. These measures include the development of green buffer zones along project boundaries and around Dongridam, large-scale plantation activities under the “Ek Ped Maa Ke Naam” campaign, and a zero liquid discharge system to ensure treated wastewater is reused rather than released into the Betwa, Pahuj or Angauri rivers.
BIDA has so far acquired 25,700 acres of land. Compensation is being paid in accordance with the provisions of the 2013 land acquisition law.
