bluesign Releases Updated Chemical Reference Lists for 2026

New editions of BSSL, BSBL and RSL introduce revised PFAS requirements, new substance restrictions and updated testing guidance

bluesign has released the 2026 editions of its three core chemical reference lists—bluesign System Substances List (BSSL) Version 17.0, bluesign System Black Limits (BSBL) Version 8.0, and bluesign Restricted Substances List (RSL) Version 17.0.

The reference lists are updated annually to reflect the latest toxicological and ecological research, evolving global regulations, new analytical methods and recommendations from the bluesign Chemical Expert Group, a panel of product stewardship experts from bluesign System Partner companies responsible for evaluating substances and establishing chemical limits across the bluesign System.

Purpose of the Three Reference Lists

Each list serves a specific role within the textile manufacturing process:

bluesign System Black Limits (BSBL): Establishes threshold limits for substances contained in chemical formulations used during manufacturing, including dyes and auxiliaries.
bluesign System Substances List (BSSL): Defines consumer safety limits for substances present in finished textile products.
bluesign Restricted Substances List (RSL): Serves as the consumer safety reference used by brands and retailers for purchasing specifications and product testing.

According to bluesign, each publication includes a detailed change log outlining newly added substances, revised limits and other technical updates.

PFAS Revisions Among Major Changes

The most significant update in the 2026 editions relates to per- and polyfluoroalkyl substances (PFAS).

Key revisions include:

Expansion of the PFAS phase-out chapter.
Updated recommended testing methodologies.
Introduction of a new section distinguishing fluorinated non-PFAS dyestuffs from PFAS compounds.

bluesign said the revised PFAS limits are now aligned with:

The French PFAS restriction.
Sweden's proposed national PFAS restriction.
The broader European Union PFAS restriction proposal.

Additional Updates Across the Lists

The updated reference lists also introduce:

New restrictions on flame retardants, including Dechlorane Plus.
New colourant restrictions, including Basic Green 4 (Malachite Green).
New or stricter limits for selected amines, arylamines, isocyanates, biocides and metals, including mercury, nickel, antimony and chromium.
A new chapter establishing substance limits for jewellery, aligned with the AFIRM Restricted Substances List (RSL).
Newly identified Substances of Very High Concern (SVHCs).
Updated analytical testing recommendations intended to improve testing accuracy and consistency.

Implementation Timeline

Unless otherwise specified, the revised requirements will be introduced according to the following schedule:

BSBL (chemical inputs): Effective no later than July 1, 2027.
BSSL and RSL (finished products and purchasing): Effective no later than July 1, 2028.
