CAG Reports Find 3 ‘Completed’ Textile Parks Closed

During a compliance audit of the integrated textile parks carried out by the Comptroller and Auditor General, it was discovered that at least three textile parks in Surat (Gujarat), Pochampally (Telangana), and Latur (Maharashtra) that were categorised as successfully completed and shown as functional in the textiles ministry’s records had been shut down (CAG).

The ministry deemed the parks “complete” purely on the basis of the recommendations of the project management consultant (PMC), without physical verification by its own staff, according to the audit report, which was presented to Parliament last week.

The ministry should punish the PMCs and special purpose vehicles for giving incorrect information, the CAG suggested.

The audit discovered that the 10 full parks sampled were the Without securing the construction of shared infrastructure and facilities that were initially proposed in their comprehensive project reports, the ministry treated five parks as “finished.”

Based on the recommendations of the PMCs, the ministry released money (between 60% and 79% of the total grant) for three sampling parks without guaranteeing the availability of legislative approvals prior to the parks’ opening.
